On November 24, 2022, as part of the project “Study of public opinion regarding the situation with the protection of the rights of women and girls who suffered from gender-based violence during the war and/or domestic violence” in cooperation with the Donetsk State University of Internal Affairs, a round table was held on the topic: ” Police activity in the field of preventing and countering domestic violence: response in war conditions” and within the framework of the All-Ukrainian campaign “16 days against violence”.
Maryna Popatenko, Deputy Minister of Youth and Sports of Ukraine, and Viktor Zhuchenya, regional coordinator of interaction with the public of the Commissioner of the Verkhovna Rada of Ukraine for human rights in the Kirovohrad region, addressed the participants of the event with a welcome speech.
At the invitation of the organizers, representatives of the Department of the Regional Representation in the Southern Regions of the Secretariat of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, the Commissioner of the Verkhovna Rada of Ukraine for Human Rights in the Kirovohrad Region, the Department of Human Rights Compliance of the NPU, the Kropyvnytskyi RUP of the GUNP in the Kirovohrad Region, and university specialists joined the event.
Among the issues that require further appropriate actions and decisions are:
– draw the attention of judges when making a decision on the measures of punishment of the offender, namely by applying a penalty in the form of a fine. From the current practice, fines do not perform the expected punitive function. Usually fines are paid by the victim himself, due to the fact that the offender-victim continues to maintain a joint family budget;
– improvement of professional skills of police officers in dealing with victims of domestic violence, among whom there are children of different age categories and articles;
– to continue the practice of mandatory professional development of police officers and higher education institutions in the acquisition of skills on gender issues.
